Carl Ochsner

Executive Team

Carl Ochsner has served as the Executive Director of Work Training Center since July of 2000.  Carl began in vocational rehabilitation in early 1976 as a Floor Supervisor in east San Diego County.  Since then, he has occupied a variety of program, managerial, and administrative positions at seven different agencies located in four different regions of our state.

 

Carl holds a Master’s Degree in Rehabilitation Administration from the University of San Francisco, a B.A. in Behavioral Science from Cal Poly Pomona, and a clear adult education credential in vocational subjects.

 

In the mid-1980’s, while employed by Casa Colina, Carl developed four supported employment group sites and a vigorous individual placement program, and these were among the first supported employment programs available in southern California.  Since that time, he has developed several other innovative and community-based programs; most recently a crafts shop and artists co-op in the town of Paradise.  Carl feels that, as an organization, we should actively support the search for new alternatives to traditional service models. However, he also believes that we must preserve and protect existing services that have demonstrated, over time, high value and effectiveness; especially when they continue to be sought out and utilized by large numbers of clients themselves.
